Minister of Municipalities Affairs and Agriculture: 2,637 Building Permits Issued During the First Quarter of 2025

His Excellency Engineer Wael bin Nasser Al Mubarak, Minister of Municipalities Affairs and Agriculture, announced that Bahrain’s urban development and investment sectors continue to experience sustained growth, in line with the Kingdom’s comprehensive development vision under the leadership of His Majesty King Hamad bin Isa Al Khalifa, and the close follow-up of His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister.

The Minister revealed that the building and development sector issued 2,637 building permits during the first quarter of 2025, marking a remarkable 62% increase compared to the same period in 2024. This figure represents the highest number of permits issued since 2021, underscoring strong positive economic momentum and reinforcing continued excellence in sector performance.

The overall permitted construction area in the first quarter reached approximately 862,000 square meters, representing a 70% year-on-year increase. His Excellency emphasized that these figures highlight the Kingdom’s growing appeal to investors, driven by a supportive environment and robust government incentives.

H.E noted that Benayat Building Permit System has enabled the issuance of 522 permits within a timeframe of just two to five working days, significantly enhancing operational efficiency and expediting service delivery. As of 20 April, investment and special-category permits accounted for around 19.3% of total permits issued, while residential permits made up approximately 80.7%.

H.E also announced the introduction of new services via the Benayat system, including permits for land reclamation, fencing, plot merging and subdivision, renovation, and change of use. These additions aim to further facilitate procedures and elevate service quality for investors and real estate developers. The Minister concluded by affirming that the ongoing development of the Benayat system aligns with the goals of the Bahrain Economic Vision 2030, by enhancing private sector participation and creating a more attractive environment for real estate investment.
